Ethical standards of printing process of magazines of "Izvestija Tula State University"

The editorial board of the scientific magazine "Izvestija Tula State University" adheres accepted by the international community the principles of printing ethics reflected in the recommendations of Committee on ethics of scientific publications (Committee on Publication Ethics (COPE), Code of ethics of scientific publications) and also considers valuable experience of authoritative international magazines and publishing houses.

In order to avoid unfair practice in printing activity (plagiarism, statement of false information, etc.), for providing high qualities of scientific publications, recognitions by the public of the scientific results received by the author, each member of editorial board, the author, the reviewer, the publisher, and also the institutions participating in publishing process are obliged to respect ethical standards, the rules and rules and to take all reasonable measures for prevention their violations. Observance of rules of ethics of scientific publications by all participants of this process promotes ensuring the rights of authors for intellectual property, to improvement of quality of the edition and exception of a possibility of unauthorzsed use of author's materials for the benefit of individuals.

The main terms used in this situation:

Ethics of scientific publications are the system of standards of professional behavior in relationship of authors, reviewers, editors, publishers and readers in process creations, distribution and uses of scientific publications.
The author is the person or a group of persons (group of the authors) participating in creation of the publication of results of scientific research.
The editor-in-chief – the person heading edition and making the final decisions on production and issue of the magazine.

1. The principles of professional ethics in activity of the publisher

In the activity the publisher bears responsibility for publication of author's works that attracts need of following to the following fundamental to the principles and procedures:

1.1. To promote execution of ethical duties by the editorial office, publishing group, editorial board, reviewers and authors in compliance with these requirements.
1.2. To give support of editorial office of the magazine in consideration of claims to ethical aspects of the published materials and to help to interact with other magazines and/or publishers if it promotes fulfillment of duties of editors.
1.3. To provide confidentiality of the publication obtained from authors and any information until her publication.
1.4. To realize that activity of the magazine isn't the commercial project and doesn't bear in itself the purpose of generation of profit.
1.5. To be always ready to publish corrections, explanations, denials and apologies, when necessary.
1.6. To give to the editorial office of the magazine an opportunity of an exception of the publications containing plagiarism and doubtful data.
1.7. The publishing house (editor), has the right to reject the manuscript or to demand from the author of her completion if she is issued with violations of the rules, accepted in this the magazine and coordinated with Publishing house.
1.8. Article, in case of acceptance to publication, is placed in open access; copyright remains for authors.
1.9. To place information on financial support of a research if the author leads such information to article.
1.10. At detection of substantial, grammatical, stylistic and other mistakes the editorial office undertakes to undertake all measures for their elimination.
1.11. To coordinate with the author, the editorial updates brought in article.
1.12. Not to detain issue of the magazine.

2. Ethical principles by which the author of the scientific publication has to be guided

Authors (or group of authors) at supply of materials in the scientific magazines "Izvestija Tula State University" realizes that bears initial responsibility for novelty and reliability of results of scientific research that assumes respect for the following principles:

2.1. Authors of article have to report reliable results of the conducted researches. Obviously wrong or forged statements are unacceptable.
2.2. Authors have to guarantee that the results of a research stated in the provided manuscript are completely original. The borrowed fragments or statements have to be issued with obligatory instructions of the author and the primary source. Excessive loans and also plagiarism in any forms, including not properly executed quotes, rephrasing or assignment of the rights to results of others researches, are unethical and unacceptable. Existence of loan without reference will be considered editorial board as plagiarism.
2.3. Authors have to provide only the original facts and data in the manuscript; to give enough information for check and repetition of experiments other researchers; not to use information obtained in a private order without open written permission; not to allow a fabrication and falsification data.
2.4. Not to allow duplication of publications (the author has to specify in the cover letter that work is published for the first time). If separate elements of the manuscript were are earlier published, the author is obliged to refer to earlier work and to specify differences of new work from previous.
2.5. Authors shouldn't provide the manuscript which has been sent to other magazine in the magazine and is under consideration and also article which is already published in other magazine.
2.6. It is necessary to recognize a contribution of all persons which anyway have affected the research course, in particular, have to be presented references to works which in article mattered when carrying out a research.
2.7. Authors have to respect ethical standards, criticizing or remarks concerning researches of the third parties.
2.8. Among coauthors it is inadmissible to specify persons, the persons who weren't participating in the issledovaniikh.
2.9. Authors have to be respectful to work of an editorial board and reviewers and to eliminate the specified defects or with deep arguments to explain them.
2.10. Authors have to represent and make out the manuscript according to the rules adopted in the magazine.
2.11. If the author notices essential errors or inaccuracies in article at a stage of her consideration or after her publication, he has to notify immediately about it editorial office of the magazine;
2.12. Authors have to provide to editorial board or the publisher of the proof of correctness of initial article or to correct essential errors if about them the editorial board or the publisher knew from the third parties.

3. Ethical principles in activity of the reviewer

The reviewer carries out scientific examination of author's materials owing to what his actions have to have the impartial character consisting in performance following principles:

3.1. The manuscript received for reviewing has to be considered as the confidential document which can't be transferred for acquaintance or discussion to the third parties who don't have on that powers from edition.
3.2. Reviewers are obliged to know that the manuscripts sent them are the intellectual property of authors and treat data, not subjects to disclosure. Violation of confidentiality is possible only in case of the statement of the reviewer for unauthenticity or falsification of the materials stated in article;
3.3. The reviewer has to draw the attention of the editor-in-chief to essential or partial similarity of the estimated manuscript to any other work and also the facts lack of references to the provisions, conclusions or arguments which are earlier published in other works of it or other authors.
3.4. The reviewer has to note the corresponding published works which aren't quoted (in article).
3.5. The reviewer is obliged to give the objective and reasoned assessment to the stated results of a research and accurately reasonable recommendations. Personal criticism the author it is unacceptable.
3.6. Remarks and wishes of the reviewer have to be objective and basic, directed to increase in scientific level of the manuscript.
3.7. The reviewer has to pass decisions on the basis of the concrete facts and provide proofs of the decision.
3.8. Reviewers aren't allowed to make copies of manuscripts for the needs.
3.9. Reviewers have no right to exploit knowledge of the content of work before her publication.
3.10. The reviewer who has no, according to him, sufficient qualification for manuscript assessment or can't be objective, for example, in case of the conflict interests with the author or the organization, has to report about it to the editor with a request to exclude him from process of reviewing of this manuscript;
3.11. Response on article is confidential. The full name of the Reviewer are known by the responsible secretary and the editor-in-chief of the magazine. This information isn't disclosed.

4. The principles of professional ethics in activity of the editor-in-chief

In the activity the editor-in-chief bears responsibility for publication of author's works that imposes need of following to the following to the fundamental principles:

4.1. At making decision on the publication the editor-in-chief of the scientific magazine is guided by the reliability of data presentation and the scientific importance considered works.
4.2. The editor-in-chief has to estimate intellectual contents of manuscripts regardless of race, a floor, sexual orientation, religious views, origins, nationality, social status or political preferences of authors.
4.3. The unpublished data obtained from the manuscripts submitted to consideration shouldn't be used for the personal purposes or be transferred to the third parties without written consent of the author. The information or the ideas received during editing and connected with possible advantages have to remain confidential and not to be used for the purpose of obtaining personal benefit.
4.4. The editor-in-chief shouldn't allow information to the publication if enough reasons to believe are had that it is plagiarism.
4.5. The editor-in-chief in the activity promises:
– it is constant to improve the magazine;
– to follow the principle of freedom of opinions;
– to aspire to satisfaction of needs of readers and authors of the magazine;
– to exclude influence of interests of business or policy on making decisions on publication of materials;
– to make the decision on the publication of materials, being guided by the following main criteria: compliance of the manuscript to subject of the magazine; relevance, novelty and scientific the importance of the submitted article; clarity of reading; reliability of results and completeness of conclusions. The quality of a research and its relevance are a basis for the decision on the publication;
– to take all reasonable measures for quality providing the published materials and protection of confidentiality of personal information;
– to consider the recommendations of reviewers at acceptance of the final decision on the publication of article. Responsibility for the decision on the publication completely lies on editorial board of the magazine;
– to prove the decision in case of acceptance or a rejection of article;
– to give to the author of the reviewed material an opportunity for justification of the research position;
– when changing structure of editorial board not to cancel the solution of the previous structure on the publication of material.
4.6. The editor-in-chief together with the publisher shouldn't leave without answer of a claim, concerning the considered manuscripts or the published materials and also at identification of a conflict situation to take all necessary measures for restoration of the violated rights.

5. The guidelines at release of articles

5.1. Observance of publishing ethics by editorial board.
5.2. Observance of the guidelines at a rejection of articles.
5.3. Maintenance of integrity of the academic letter.
5.4. Prevention of causing damage to intellectual and ethical standards in the presence of commercial interests.
5.5. Readiness to publish corrections, explanations, deviations and apologies, when necessary.
5.6. Prevention of the publication of plagiarism and roguish data.

6. Conflict of interests

In order to avoid cases of violation of printing ethics it is necessary to exclude the conflict of interests of all parties participating in process of publication of the manuscript. The conflict of interests arises in case the author, the reviewer or the associate editor has financial, scientific or personal relations which can to influence their actions. Such relationship is called dual obligations, the competing interests or the competing loyalnost.

For prevention of the conflict of interests and according to the accepted ethical standards of the magazine the following duties are assigned to each of the parties.

The editor is obliged:

– to transfer the manuscript for consideration to other associate editor in the presence at originally appointed reviewer of the conflict of interests with the author presented manuscripts;
– to request information on possibility of the competing interests from all participants of process of publication of the manuscript;
– to make the decision on the publication of information specified in the letter of the author concerning the conflict of scientific and/or financial interests if she isn't also can exert confidential impact on assessment of the published work as the reader or scientific community;
– to provide the publication of amendments if information on the conflict of interests has been obtained after publication of article.

The author is obliged:

– to specify the place of the work and a source of financing of a research.

The reviewer is obliged:

– to report to the editor-in-chief about existence of the conflict of interests (dual obligations, the competing interests) and to refuse examination of the manuscript.

Violations

At emergence of the situation connected with violation of printing ethics from the editor, the author or the reviewer obligatory investigation is required. It extends as on published, and unpublished materials. The editorial board is obliged to demand explanation, without involvement of persons who can have the conflict of interests with one of the parties.

If the material containing considerable inaccuracies has been published, it has to be immediately corrected in the form available to readers and systems indexings.
